In the film there are;

1) Scripted actors with an established role.

2) Judas goats to ensure that the unknowing sheep do the right thing at the right time.

3) Sheep who are sufficiently stupid that their actions under a given set of circumstances are entirely predictable.

Without these three players, the plan cannot be steered along its set path.

The great game is to figure out who is a scripted actor and who is being an entirely predictable sheep.
