I'm free to believe that Q can say things that have multiple meanings. Especially when 'songbird' has been used to mean ratting out one's allies (no name). Now that the rats are running in DC and alliances are forming within the DS, it seems clear that the storm is clearing and the birds are singing (ratting each other out to try for a deal, which they will not get)
