Scalia Protege and Solicitor General Noel Francisco Would Take Over Supervision of Mueller When Rosenstein Leaves DOJ

 

Solicitor General Noel Francisco to oversee Robert Mueller probe under DOJ succession plan

With Deputy Attorney General Rod Rosenstein’s ouster, Solicitor General Noel Francisco is slated to oversee the Robert Mueller probe under the Justice Department’s succession plan.

 

Mr. Rosenstein’s departure immediately throws Special Counsel Robert Mueller’s Russian collusion probe into chaos. Attorney General Jeff Sessions recused himself from the investigation leaving Mr. Rosenstein in charge.

 

Typically, the investigation would fall to the number three spot at the Justice Department, but Associate Attorney General Rachel Brand resigned earlier this year.

 

That leaves Mr. Francisco in line to oversee the probe, which President Trump has deemed a “witch hunt.” He hasn’t publicly addressed the probe, but has had harsh words for Mr. Mueller’s close friend, ex-FBI boss James Comey.

 

Mr. Francisco was confirmed by the Senate in September 2017 on a narrow 50-47 vote, that fell largely along party lines. He once clerked for the late Supreme Court Justice Antonin Scalia, whom he referred to as his “dear mentor,” during his Senate confirmation.

 

Although Mr. Francisco has remained mum on the Mueller probe he now stands to inherit, he has argued against government overreach in political corruption investigations.

 

He even blasted frequent Trump sparring partner and ex-FBI Director James Comey for “heavy-handed” tactics in the bureau’s probe of former Virginia Gov. Bob McDonnell, a Republican. Mr. McDonnell’s conviction was vacated by the U.S. Supreme Court in 2016.

 

Mr. Francisco has also accused Mr. Comey of using “kid gloves” in the investigation into Hillary Clinton’s use of a private email server while secretary of state.

 

Prior to joining the Trump Administration, Mr. Francisco was a partner at the private law firm Jones Day, where he argued a number of cases before the U.S. Supreme Court.

 

In fact, he argued that the Affordable Care Act’s contraceptive mandate infringes upon religious freedom in Zubik v. Burwell. Mr. Francisco was also a member of the legal team that represented President George W. Bush during the 2000 presidential election recount case.

 

Mr. Francisco served in the White House Counsel’s Office under President Bush from 2001 to 2003 before becoming a deputy assistant attorney general in the Justice Department’s Office of Legal Counsel from 2003 to 2005. In 2005, he left government to join Jones Day.

Police officer helps boy who fell off bike and gets the most heartwarming response in return

 

A police officer helped a young Hingham, Massachusetts, boy up after he’d fallen off his bicycle on his way to school on Friday, WBZ-TV reported.

 

The officer then proceeded to take the child for a ride in his police cruiser and dropped him off at school.

 

The boy, in response, drew a heartwarming picture and penned an equally sweet note to the Hingham Police Department for their above-and-beyond service to the community.

 

The boy, 11-year-old Nate, wrote, “Dear officer who helped me on the morning of 9/21, thank you very much for giving me a ride in your police car.

 

“I guess you were just in the right place at the right time!” Nate wrote. “I was the boy who fell off his bike on Lincoln St. Again, thank you so much!”

 

On Saturday, the Hingham Police Department shared a photo of the boy’s moving message on Twitter and identified the officer in question as Officer Jeff Kilroy.

 

The tweet read, “Our day made. This awesome drawing & message from 11 yr old Nate. Offiver [sic] was driving by, helped him after he fell off his bike on the way to school. Ofc. Jeff Kilroy gave him a ride the rest of the way. #LittleThings.”

Children’s and Baby Clothing Found in Mexican Cartel Mass Grave near Gulf Coast

 

Newly released evidence revealed that cartel gunmen butchered several children including toddlers and buried their remains in a series of mass graves in the Mexican coastal state of Veracruz. The more than 166 victims believed to have been buried there have not been identified.

 

State and federal officials recently released a photo archive of clothing that was recovered from a cartel extermination field. Authorities hope to provide clues to individuals who continue to search for missing relatives. The archive provides detailed photographs of individual pieces of clothing recovered in the mass grave. Mexican authorities have provided contact information for individuals who believe a piece of clothing may belong to their missing loved one.

 

The clothing comes from a cartel extermination field in Veracruz where authorities found 166 human skulls, clothing and other human remains, Breitbart Texas reported. The gruesome investigation began in August when Veracruz Attorney General’s Office investigators received information from an individual about hundreds of victims buried at a ranch in the southern part of the state.

 

The photographs released by authorities reveal that some of the victims wore children’s clothing and some of the children appeared to be toddlers in size.

 

Veracruz is a state that has been under the control of Los Zetas Cartel for more than a decade. That cartel has earned a reputation for their ruthlessness and has been linked to several cases of mass extermination throughout Mexico. In 2011, Los Zetas were singled out by authorities as having been responsible for a large scale killing field in San Fernando, Tamaulipas, where authorities recovered 193 bodies in 47 mass graves, Breitbart Texas reported. In the border state of Coahuila, Breitbart Texas carried out a three-month investigation into how Los Zetas were able to kidnap, murder, and incinerate more than 300 victims from the rural communities in the region with complete impunity.

New Electrical Stimulation Therapy Allows Paralyzed Patients to Walk Again

 

Two recently published studies demonstrating the ability of epidural electrical stimulation (EES) to restore motor ability in some patients with complete spinal cord injuries provide a powerful proof of concept for healing partially paralyzed people.

 

Simultaneous studies published in the New England Journal of Medicine and in Nature Medicine on September 24 report that following months of EES, patients who had no "voluntary movement or sphincter function below the level of injury," but retained some sensation, were able to recover some of their mobility and walk upright using a walker.

 

The first study saw researchers from the University of Louisville heal two of four patients in their test to the point that they "achieved over-ground walking (not on a treadmill)," a process that for one person took 278 sessions of epidural stimulation and gait training and the other 81 sessions over a period of 15 weeks. All four achieved, at the very least, independent standing and trunk stability, according to the study.

 

The second study, done by the Mayo Clinic, reported on only a single patient, but that person, using a similar method for 43 weeks of "dynamic task-specific training in the presence of EES, termed multi-modal rehabilitation (MMR)," was able to regain "bilateral stepping on a treadmill, independent from trainer assistance or BWS [body weight support system]," the study reported. Further, the therapy "enabled independent stepping over ground while using a front-wheeled walker with trainer assistance at the hips to maintain balance" and "engaged sensorimotor networks to achieve dynamic performance of standing and stepping."

 

"To our knowledge," the doctors wrote, "this is the first report of independent stepping enabled by task-specific training in the presence of EES by a human with complete loss of lower extremity sensorimotor function due to SCI [spinal cord injury]."

 

"The history of spinal cord injury research is we have 50 years or more of essentially failed trials, with no positive findings," David Darrow, a neurosurgery resident at the University of Minnesota Medical School who was not involved in either study, told the Washington Post for an article printed Monday. "This is sort of a new era."

London Starts 'Resettlement' of White Helmets Activists From Syria to UK

 

The UK government confirmed on Monday that it had started "resettling" activists of the White Helmets group and their family members from Syria to the United Kingdom.
