If RR wants to resign/quit, certainly he can do that at any time. I mean he's under no contract/breach of contract . . . he's free to remain in that position or leave it.
So, all the business about RR tendering his resignation is BS. He wants a meeting w/ POTUS re. his "tendered resignation" in order to make a deal.
