Building on what you said. Terrorist sleeper cells are the idea of cabal. They, for sure, would have an army of sleeper cells. Remember CIA tweets (now that I think about those profession of agents tweets, it makes more sense, kind of disclosure and kind of what is to come.) They are everywhere.
