It has to do with latent moisture in the air. If the Air up there way way below freezing) is dry, you'll see the contrail. IF the air is humid, you won't see much of a trail.

At different altitudes, the air layers hold different humidity and freezing temps. Do you think planes fly only at one altitude? They pass through the layers. Some layers promote the trails, some dont/
