Speed. If IG recommended RR step down or be fired, it "crosses" their red line and they will pull the same kind of stunts they are pulling now with Kavanagh. On the other hand, if the FISAs are released to the public, it will show to the public how dirty and corrupt he, along with all the others are. It's a question of optics, sort of along the lines of plausible deniability. If he is fired or ordered to step down, the clowns have a small amount of credibility because no matter how justified it might be, there will always be some who are too stupid to figure out that it's justified. By allowing the public to see their corruption on full display leaves very little wiggle room if any.
So by doing it this way, RR and the corruptors can't play their stupid delay tactics, and the positions being vacated are backfilled faster because the truth will be obvious to everyone.
