Most nations will extradite non citizens upon request from the state department whether or not they have a treaty. Defending/protecting a free speech whistle blower is one thing, but defending a pedofile is entirely different.

Extradition treaties are complicated as well. Mexico will not extradite to the United States if the accused will face charges that have a possible life sentence or the death penalty. I know this applies to their own citizens, not sure about foreign nationals.
