Should proceed like this:
Kav has now been confirmed by SJC
This sends the recommendation of the Committee to the full Senate floor.
The full Senate will debate the recommendation and proceed accordingly.

THAT would be the be-all, end-all wouldn't it?
They just held the vote in Committee to send the recommendation to the full Senate floor. Vote was 11 Aye - 10 nay. Simple majority and the ayes have it.
Which means Kav is confirmed by the Senate Judicial Committee and the debate over the SJC's confirmation can now begin on the full Senate floor.
Flakes wavering over the 1 week ONLY has a bearing on his vote to confirm on the FULL SENATE FLOOR where his aye vote means little to nothing because Kav confirmation already appears to have enough R&D votes to confirm in the full Senate.
Kapische?
If the debate between McConnel and Schumer on how to proceed does not reach conclusion before a certain period of time, or if debate goes into filibuster, then cloture vote(s) may be necessary. Cloture votes to break filibuster requires a 2/3 majority iirc.
Deep breaths anon. Its all good. Okay?
The answer to your question is YES. The debate betw McConnel and Schumer is ONLY on procedure, though. And it is under a time limit (forget what that is - maybe another anon can help) and the full Senate vote on Kav must proceed accordingly.
Let's wait and see what McConnel commits to, okay?
