Phone holder for the photos is not doing the ops. He is documenting and probably directing/OKaying the ops on site. He transmits the photos to Q team to get remote OK or to let them know the status.

So, he did an op in Shanghai, and now he's in Hanoi. New team, new op probably. Shanghai target probably already back in the US. That's my guess. Why does the phone holder have to be the one to personally escort the target? THAT makes no sense.
