It's a machine for analyzing a liquid's chemical properties often used in biochemistry, or forensics. The part number pulled up by the IP address leads to a part for one of these machines…. probably not related.

It is still a big mystery where NK gets the fuel for their missiles. They probably have the industry to make it in NK but they would need large amounts of precursor chemicals that are somewhat hard to come by when you are a country relying on the Juche philosophy.

I've just been thinking lately with the chinese oil tankers getting caught selling oil to North Korea how selling precursor chemicals would be just as easy.
