Al-Moallem meets foreign ministers of Russia, China, and India
Talks during the meeting tackled developments related to the Idleb agreement, with al-Moallem stressing the need to adhere to it and implement it.
They also discussed forming a committee to discuss the current constitution, with both sides affirming that this process belongs to the Syrians and must be led by Syria.

Lavrov: US presence in Syria illegal, violates UN resolutions
He stressed that the international community must help return the displaced Syrians to their homeland without using double standards.

Split Within Hay’at Tahrir Al-Sham Over Idlib Deconfliction Agreement – Report
An internal disagreement has emerged between the “moderate” and “radical” wings within Hay’at Tahrir al-Sham (HTS) leadership over accepting or rejecting the Russian-Turkish deconfliction agreement on the governorate of Idlib, the Syrian news outlet Enab Baladi reported on September 28.
A source familiar with the situation told Enab Baladi that the moderate wing wants to withdraw HTS forces from the demilitarized zone, which will be established around Idlib under the deconfliction agreement. However, the radicals within the group leadership are against this move.

Deputy FM Mikhail Bogdanov said that the agreement on Idleb is temporary because the goal is to liberate all Syrian territory from any presence of terrorists. Commenting on Idleb agreement, Bogdanov told reporters on Friday that just as the rest of the de-escalation zones set up in the framework of Astana 4 were temporary measures, this agreement is also a temporary measure because all Syrian territory must be liberated from any terrorist presence.
