MKUltra, Monarch to start. This wasn’t one of my dig topics, but check FOIA vaults for CIA and FBI. I recall there was a congressional inquiry released on their antics in this arena from the 70’s? (I think). There are also old news articles on the use of unwitting subjects (prison inmates) and LSD. It was quite the scandal at the time which led to the congressional questions.
