Looks like another live op for us to see. Can't make out whether the college or the building behind it are the focus. Definitely some non-standard installation at the top of the building behind it. Considering how last op was handled, this might be another incoming open window with residue around it, but I doubt that, the distance for observation is wrong - with so many highrises close by, a much easier and still covert observation perch would be available.
