This Anon has a great concept that needs further refinement.

It will be born secret, but at least this BS of SAPs and USAPs being hidden from audit or review is sorely in need of fixing. This is how they've siphoned off the wealth of 3 generations and it's time for it to stop.

Perhaps something along the lines of a FISA court for SAPs (special access programs) and what formerly were USAPs (unacknowledged special access programs). Where the agency head has to certify quarterly every penny spent and it's outcomes and metrics.

In fact, the whole notional concept of 'unacknowledged' programs runs contrary to accountability is a safe harbor for graft and worse.
