no. it means, we had the votes (to confirm Kav on the full senate floor) but the swamp is fighting back (and they got to Flake), so we had no choice but to go along w/ the 7th FBI investigation.
Everything is up in the air right now, and we do not have the votes for a Kav confirmation, but we're working on it.
the sad thing is, they'd get away with that, too.
