this is likely very accurate assessment. i have a doc in counseling, so i can call myself "doctor" when treating patients, but if someone is licensed as a counselor at the master's level with a doctorate in a related field, even psychology - like experimental or social, etc - then it is against the law to be referred to as a "doctor" by patients or community....except by students if you teach at university level.
