Someone mentioned OO to be Oval Office. To me they looked like Owl Eyes. Plenty of allusion to Owls (not just occult symbolism but there’s a few Go Owls in mission drops) and them seeing everything.

Owl is very close to Oval since W is a V and V upside down is close to A. Could it be the he means the Oval Office sees everything. That’s the OO or Owl? President back in charge?
