My interpretation is RR was hired because JS wanted him. RR turned out to be mistake. RR make Trump’s job harder. When Trump and JS found out extent of RR involvement in FISA abuse and slow walking declassification, RR was told to fix it.
RR wanted easy way out and resign. Supposedly did so 2x to Kelly and Trump and 1x to JS. All said not so fast, you have to clean up the shitstorm you made.
Does payment in full mean RR has done all the tasks Trump asked and the resignation will be accepted?
Does it mean RR has provided additional evidence against the cabal? And will Trump slow roll it out as midterms approach?
