Because we are watching a movie. Rosenstein was told what to do with the Russia probe. And he played ball. Payment in full. Last part was catching Flake? Everyone knew about Manafort. But we used the Russia investigation by Mueller to continually release information. POTUS and team stage the Mueller probe. Rosenstein is seen as impartial. He was confirmed unanimously. Sessions would not have been. So Rosenstein is told to appoint Mueller who ALSO is playing ball. They are the same. Mueller goes and indicts a variety of people who HAVE information and it is disclosed in the process to Mueller. Who is going to bust the real Russian collusion?
