Basically this. It's a pretty old "conspiracy theory" thing to care about whether or not there's a fringe on a flag in a non-military setting.

 

If you look it up you'll see that it's been "debunked", but the truth is Dale Gribble is more correct than not regarding the use of the fringe. If a flag is intentionally chosen to have that gold fringe, it has meaning. I figure most modern usage simply comes about from people just getting a flag and not knowing the difference.

 

Whether or not the picture of POTUS has meaning, in that flags with fringe were replaced and flags without it were specifically chose, I have no clue.
