Plausible theory. I've heard variations on this, but the Fracking aspect is interesting. It definitely disrupted the industry and put a lot of drillers out of business.
The only thing it does not account for is the obvious Crisis actors and lack of panic on the audience on a whole. Unless there was a simultaneous drill planned as a distraction for the "real event" upstairs.
