What exactly do you get someone who literally Has It All?!

Is it possible that [Payment in Full] was in regards to Senator Flake and not RR? What if it was his fulfillment of his end of the bargain for being allowed to quietly retire after his term? What if his task was to lure the Dems/Deep State into an FBI investigation where ultimately Justice K is exonerated and everyone else is charged? Just a theory
