Methinks Jeff was forced to be the Judas Goat. That's why he looked sick when they took recess after Graham's epic rant. He was the last to leave.

I think during recess, he was told what to do with the one minute allotted and that he had better make it convincing (Oscar worthy).

The act was to keep the dems in Session and basically a bait and switch, to have the necessary quorum.
