LANCASTER — A sworn affidavit filed by the state Attorney General's office outlines in detail the allegations of domestic violence against North Country state Sen. Jeff Woodburn and includes quotes from a diary Woodburn kept that appear to corroborate the charges.
"A review of Mr. Woodburn's diary/journal served to corroborate the victim's account," according to the 10-page statement filed by Deputy Chief Investigator Todd Flanagan that was released on Tuesday by order of the 1st Circuit District Court in Lancaster.
The alleged victim's identity is redacted in the affidavit, although she has been identified as Emily Jacobs, chair of the Coos County Democratic Committee.
In the affidavit, Jacobs describes a series of assaults she claims began in August of 2017, including an incident in which Woodburn, D-Whitefield, allegedly in a fit of rage, threw a cup of water in her face, then threw the cup at her face and kicked in the door to her clothes dryer with such force that it broke away and had to be repaired.
Other allegations outlined in the complaint include:
• A December 2017 Democratic Party Christmas party, after which an argument ensued and Woodburn bit Jacobs in the left hand and wrist. The court documents include a photo of the injury.
• A Christmas Eve party, after which Woodburn allegedly struck Jacobs in the stomach, left her residence and returned, banging on her locked door. She said that Woodburn then proceeded to kick in the door, damaging the door frame.
• A June 9 argument, after a party as the two were driving home, when Jacobs alleges that Woodburn bit her right arm as she struggled to maintain control of the car while driving. She provided investigators with photos of the bruises.
The affidavit quotes from a diary Woodburn kept, which was in Jacobs' possession and obtained by search warrant.
In the diary, Woodburn is quoted as saying "Mind is sad and focused on my failure to control my anger," after the Christmas Eve events.
"It's so embarrassing/upsetting. It just keeps repeating itself in my brain … 52-years-old I need to grow up! I risk so much and hurt people who I should be loving."
Woodburn last week filed plans to claim self-defense, saying he was the victim in a volatile relationship that ended with trumped-up criminal charges being brought against him.
