The overall trend of mortality from 1980 forward is down. If you find the trend line for years 1980 to 2009, you end up with the orange line. The trend line for the decade prior to the ACA (2000-2009), you can see that it's even better than 1980 - 2009, meaning mortality was dropping faster in the decade prior to the ACA than when you include data from 1980 to 1999. From 2009 forward, the actual mortality trend is much higher than either of those lines, meaning an increase in the mortality trend, since 2009. Although it is still lower than in history, 2009 is where the trend breaks. 2011-2012 and 2015 are roughly equal in mortality rate, so it could be argued that mortality has been the same since 2011-2015. It would be interesting to see the 2015-2017 data.
