Hello anons. I'm having a hard time trying to figure out what Q meant in #2319.

What does the Wireless Emergency Alert system have to do with any of this? Is it actually going to be used… and if so how? I just don't see it being used anytime soon, it seems like if it were the test itself would have been months ago.

Just rambling, curious what everyone's thoughts are.
