Square brackets are the formal way of modifying a quotation for clarity. Probably said "he surrounded himself" but on its own would not be clear who "he" is, but if they replace the word they modify the quote… so [Comey] goes in square brackets.
But unusual for a news outlet. Seems to me that news outlets usually use (parentheses).
