Hmmm… methinks that report issued by the FBI given to congress pretty much laid put their sins and their crimes just involving Kav.
I think a deal was done and this resolution was a part of it. Out of left field literally

Hit wrong button. I dont think they were willing. And i dont think its a distraction - otherwise i doubt grassley and LG would be on board. This was a compromise i think to prevent the "leak" or release of the damning info in that FBI report.
