How I interpret it:

McNoName supported Kavanaugh before NN left the stage.

Likely the choice came to him, same as the "choice" to leave?

Now we have W. Bush endorsing Kavanaugh, when we know he, W., hates Pres. Trump.

Maybe No Name 's endorsement gave other Senators an "out" when giving an "excuse" to constituents for voting to confirm?

Now that W. Bush gives the endorsement too, (obviously when he would be against), might that not mean that W. is ready to retire permanently now, as No Name has?
