U asked about the German Luftwaffe which is the military equivalent to the US air force in previous bread.

You may ask what is there purpose?

Base in my observations from the 90's, they fly their military troops to El Paso, Texas (ELP), for their OWN universal military training (desert) on or near the state of New Mexico.

It's strange sight to see over 100+ Mercedes Gelandewagen (Military Grade / Colors) convoy driving onto the New Mexico desert roads.

Think these exercises have been going on for decades and the other folks in the area did not seem bothered by it.
