He was released in 2006, but on the condition that he admit guilt, which made it impossible for him to get a decent job. The prosecutor and the Indiana Parole Board, citing DNA evidence and victim recantations, urged Governor Pence to pardon him immediately. But Pence dragged out the process for years. “He didn’t do a thing to help me,” Cooper told me. Pence finally left the decision to his successor, Governor Eric Holcomb, who is also a Republican. Holcomb granted Cooper a pardon within weeks of taking office. It was the first time in Indiana that a pardon was granted on the basis of innocence, rather than clemency.”
