He or the team doesn't, instead they examine all possible moves these people make before they even do it. Its like a game of chess with a 2 year timer clock. If you are really good at chess and if you know who you are playing against very well then you know what moves they will make. You can practically make them play right into your hand.
This is why the Q team calls them stupid because they always predictable, they follow their known and likely old strategy to a T because it worked everywhere else however this team figured out how to beat it and they don't have time to create a new one, instead they are panicked and now trying to incite chaos which is the equivalent of flipping the chess board over and dashing for the door. Again the Q team saw this coming also so I doubt this will actually work. They are screwed.
