In my opinion, he's speaking very carefully to do some legal limbo here. When he says "algorithms", he is technically correct that an algorithm can't steal your data; But side-effects CAN. A side-effect is something that makes a change during the lifetime of a single function or algorithm. Basically, this would be as if you were doing something, then someone said, "by the way, do this" and you did, then went on to carrying out your original task.
