Is it possible a black hat has been captured in the west wing of the WH and is being kept in the PEOC?

You would think Q is referring to the CIA kids “site” as the “site” from which they contacting rogue operators, but what if the actual “site” was the physical one stated in the previous line, which is the “situation room” in the West Wing? Otherwise, the first line is irrelevant.

Thus, a black hat working in the West Wing was caught contacting rogue operators from the situation room. They put him into the president’s bunker (PEOC), which is why Q subsequently states:

How’s the bunker these days?

[PEOC force failed]
