A lot of backroom sweet nothings for pharma, but I honestly don't know how much was Bush. Indemnity for vaccine manufacturers hurt us bad and needs to be fixed, but Reagan possibly believed the LIE that HHS would do routine safety followup studies. Those never happened. I've seen the notables, though… many MANY resignations. I trust the plan…for now.
