In the 80's a religious cult took every crazy and homeless person they could find to their compound in east Oregon. They fed them until it was voting time for the tiny town of Antelope nearby where they used these poor people to vote their way. This cult had enough votes to take the town. Once they didn't need the crazies and homeless they bussed them back to Portland and dumped them off at the nearest corner.
