My suspicion is that they were politically outmaneuvered on Vince Foster, wanted to keep their careers, and didn't want to end up dead.
Plus, the Clinton crime/drug cartel only got bigger afterwards.
They have air cover to come forward now, and do the right thing.
It's hard to know how much he was just doing his job as associate counsel.
That is the job of a lawyer, to help make your client's case.

The Manafort-Deripaska feud is pure theater.
Manafort was being investigated for money laundering at the time, so Deripaska 'sued' him in court to create the public appearance that the 'lost' money was a failed investment.
Once the investigation ended, Manafort and Deripaska settled out of court.
The point being that Deripaska likely paid Manafort to join the Trump campaign.
He was a plant.
