I thought this was very clear from the start. The RWDS meme is great, but could only happen in case of massive conflict. We would rather avoid this by slowly pouring the truth on the unsuspecting masses.
The same reason why we can't arrest people left and right can be applied to why Q won't name the jew. It would be too polarizing, where we should aim to draw in as many people as possible.
And the more intelligent readers will have picked up long ago that Q does name the jew. Albeit not explicitly.
