As a pro-business mayor of San Francisco in the 1980s, Feinstein worked intently to expand economic ties in the Pacific Rim, especially in China. She set out early in her tenure to establish sister city relations between San Francisco and Shanghai.

 

Feinstein and her counterpart in Shanghai at the time, Jiang Zemin, who is now China's president, agreed in 1986 to designate various corporate entities to foster trade and other business relations. One was named Shanghai Pacific Partners; Blum served as a director.

The 30th Anniversary of that relationship, San Francisco Mayor Gavin Newsom and Sister City Committee Chair James Fang will lead a high level delegation of political, business, tourism and cultural leaders at "San Francisco Week," June 17 - 25, at the recently opened Shanghai World Expo whose theme is "Better City, Better Life." Accompanying Mayor Newsom and Chairman Fang are United States Senator Dianne Feinstein, who initiated the original Sister City Relationship during her San Francisco Mayoralty, former San Francisco Mayors Willie L. Brown, Jr. and Frank Jordan, former Secretary of State George P. Shultz and San Francisco Convention & Visitors Bureau CEO Joe D'Alessandro among others of the 50-member Delegation. Lead sponsors for the trip are Marvell, United Airlines and Cisco with additional major sponsorship provided by Cubic, PG&E, Monster Cable, HOK Architects, Heller Manus Architects, Hilton Hotels, YogaVive and the law firm of Cotchett, Pitre & McCarthy.
