Agreed, Anon. From the way big corporations like Coca-Cola and Bayer-Monsanto (ugh) are currently betting on the future of cannabis, I suspect a hemp plan is quietly in the works. Republicans are probably saving it for 2020. If the Democrats are at all smart (they're not), they'll force the issue in 2020.
