DECLAS has been moved from POTUS to the IG. It helps optics, since it’s not POTUS releasing it. It forces IG to be completely honest in the reports or risk conflicting with the actual DECLAS which can always be played after the IG report. It leverages control over RR. And it allows the FBI/DOJ to save face when they come out of this and prove they can investigate themselves.
