It could go either way,
The left etc. are hoping that the mueller investigation with remove trump. If that goes out the window, then they’re only hope is to win the midterms. Thus energising them.
On the other hand, the Declass will show everyone how utterly dispicible the Dems have acted and would turn a lot of their voters off as well as pushing undecideds to vote red.
Personally I think that the declass would ensure a red win in the midterms. However, I also think that Trump thinks that they don’t need to play that hand yet and can win the midterms on current standing - partly off the back of the fallout from the Kavanaugh debacle.
