The beauty of this strategy is that in the end (((they))) don't know when the Intel is real and when it is disinformation. So they are either constantly on a state of alert (which is highly stressful and leads to errors) or eventually become complacent - 'boy cried wold scenario' - which is when they become very vulnerable to being taken out or making even more horrendous errors. In either case (((they))) lose.
