Rosenstein may be guilty but is no longer a threat. So short term DEAL done. Mueller investigation will finish shortly and be "very fair" to Trump campaign ( i.e. NO EVIDENCE of collusion with Russia )

and in return the damning DECLAS will be delayed ( not cancelled ). Rosenstein will eventually resign or be impeached when timing suits POTUS.

Impeachment of Rosenstein by Congress ( bipartisan ) would have MUCH BETTER OPTICS

than him resigning. Firing him would be very bad for Optics.
