IG reviewing so that he can have a counter-opinion to justify declassification of each item that Rosenstein used as a basis to recommended keeping it redacted. If this wasn't done then the Congress would have grounds to impeach? IG review negates that possibility?
Then Sessions will unrecuse and push out the DECLAS per President Trump's order, right.
