The problem with subpoenas from Congress is that the DOJ enforces (or chooses not to enforce) the subps from Congress. So good luck with that.

Congress ought to do the enforcement directly, Sargent-at-Arms. It has the constitutional authority but needs to re-find its guts to exert its rightful role.
