Anybody else notice the recent globally coordinated campaigns against plastic in the oceans?

Interesting this mornings news says today POTUS will sign the Save our Seas Act 2018 which is mostly a re-authorization of Marine Debris Program. The media campaign was widespread and even included coordination with school programs. It appears this re-authorization was very important to someone. Who? Why?
