Either you're shilling or you haven't thought deeply enough about the physics involved with weather control.
Suppose two parties are both trying to control the same weather pattern, one trying to increase it and drive it into land, the other trying to decrease it or steer it away? Is the outcome certain? I think not. But that does not negate efforts to decrease the storm's intensity or to limit the damage.
As POTUS said human life is the highest value that must be protected.
