The technology used to build a shared cloud
Is the same technology used to build a private cloud.
There is no reason why you have to use a shared cloud. It doesn't save you any money because you get locked into usage based pricing. Many companies build their own in-house private cloud in their own data centers.
For an organization like the Pentagon, it makes sense to outsource the building of a private cloud, but I doubt they will share anything, or even allow it to be operated by non-military people. They are just paying outside experts for the startup costs.
There may also be a counter-intel component. Assign a team of dumb clumsy military guys to supervise the work and fill out the annoying bureaucratic government paperwork so the commercial guys are spared that chore. But if somebody does something illegal, like compromise security, the military knows right away, and has a witness ready in order to prosecute. This cloud will be a clean cloud.
